    O contributo da Evolução do Sistema Fiscal Moçambicano para a construção da cidadania: (Caso da e-tributação, cidade de Moatize).

    Resumo O presente trabalho com tema “O contributo da Evolução do Sistema Fiscal Moçambicano para a construção da cidadania: Caso da e-tributação em Moatize" tem como objectivo Avaliar o contributo da evolução do Sistema Fiscal Moçambicana para a construção da cidadania em Moatize período de 2018-2021. Para tal tendo como ponto inicial em que, segundo o qual a AT introduziu o e-Tributação como parte das acções em curso para a modernização dos seus serviços. Nesta visão a criação do e-Tributação foi assumido como mecanismo eficaz no processo de recolha ou arrecadação de recursos financeiros aos cofres do Estado Moçambicano. Assim pesquisamos: Até que ponto a evolução do Sistema Fiscal Moçambicano influencia na construção da cidadania em Moatize? A esta pergunta de partida, levanta a hipótese defendendo que: A introdução do e-Tributação não melhorou a eficácia do sistema tributário devido a limitação técnica e financeira da unidade implementadora. Em geral o estudo teve como perspectiva teórica a Teoria Sistémica da Administrarão Pública, esta que parte da necessidade de analisar como os diferentes elementos podem interferir no produto, isto é, como as limitações técnicas e financeiras da AT afectam o impacto do e-Tributação na eficácia do sistema tributário. A metodologia é qualitativa. Os dados foram colectados a partir das entrevistas semi estruturadas aos principais informantes-chave e entendedores da matéria em discussão, tendo as entrevistas complementadas pela pesquisa bibliográfica, que foi aliada a pesquisa documental. Da análise e interpretação dos resultados chegamos à conclusão de que embora as capacidades técnicas e financeiras daquela organização afectem negativamente o e-Tributação contribuiu por facilitar as transações via eletrónica na vida das pessoas. Summary The present work with the theme "The contribution of the Evolution of the Mozambican Tax System to the construction of citizenship: Case of e-taxation in Moatize" aims to Evaluate the contribution of the evolution of the Mozambican Tax System to the construction of citizenship in Moatize in the period of 2018 -2021. To this end, we assume that AT introduced e-Taxation as part of the ongoing actions for the modernization of its services. In this regard, the creation of e-Taxation was assumed as an effective mechanism in the collection process of financial resources to the coffers of the Mozambican State. Thus, we researched: To what extent does the evolution of the Mozambican Tax System influence the construction of citizenship in Moatize? the effectiveness of the tax system due to the technical and financial limitations of the implementing unit. In general, the study had the Systemic Theory of Public Administration as a theoretical perspective, which starts from the need to analyze how the different elements can interfere in the product, that is, how AT's technical and financial limitations affect the impact of e Taxation on the effectiveness of the tax system. The methodology is qualitative. Data were collected from semi-structured interviews with the main key-informants and experts on the matter under discussion, with the interviews complemented by bibliographical research, which was combined with documental research. From the analysis and interpretation of the results, we came to the conclusion that, although the technical and financial capabilities of that organization negatively affect e-Taxation, it contributed to facilitating transactions via electronic means in people's lives.
